Senior Technical Project Management Specialist

Scope of Work: The Project Manager will oversee IT-related projects department-wide for the Florida Department of Management Services. Key responsibilities include analysis and business solution definition, project execution, and technical recommendation and testing.

Location: The work location will be located in Tallahassee, Florida. Remote will be considered for the right candidate.

1. Position Overview:

This position is responsible for analysis and business solution definition, project execution in support of the Department’s technical initiatives and strategies, and technical recommendation and testing.

2. Key Areas of Responsibility:

A. Analysis and Business Solution Definition

  •   Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, as well as task and workflow analysis.
  •   Serves as the liaison between the customer community (internal and external customers) and the software development team.
  •   Critically evaluates information gathered from multiple sources, reconciles conflicts effectively, transforms high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs.
  •   Develops requirements and specifications according to standard templates, using natural language.
  •   Identifies the implementation team’s strengths and weaknesses and suggests areas of improvement.
  •   Proactively communicates and collaborates with external and internal customers to analyze information needs and functional requirements and provides the following documentation deliverables as needed: Functional requirements, Business Requirements, Use Cases, and Interface designs.
  •   Evaluates underlying assumptions for the implementation plan and challenges business units on their assumptions of how they will successfully execute their plans.
  •   Collaborates with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
  •   Plans projects in order to accomplish its goals within constraints such as time, cost and agreed quality standards.B. ProjectExecution

  •   Leads testing efforts.
  •   Ensures issues are identified, tracked, reported on, and resolved in a timelymanner.
  •   Works with client personnel to identify required changes.

 Communicates needed changes to development team.

  1. Qualifications and Experience:
    At least ten (10) years of documented experience managing enterprise-level IT projects.Preference will be given to candidates who have strength in the following areas:

  3.   Experience in analysis and compilation of diverse sets of information from diverse sources (e.g. software applications, hard copy, electronic files) into structured and documented information solutions mapped to newly formed business requirements;
  4.   Experience in serving in business process design and data analyst roles for implementing enterprise-level custom applications and COTS systems of large scale; and
  5.   An active Project Management Professional or Agile Certification.

    •   Maintains relationships with other external organizations throughprofessional association links wherever possible.
  3. Work Schedule
    •   Weekly billable hours are not to exceed forty (40) hours, unless prior written approval is provided by the Department.
    •   The Department and the Contractor will mutually agree in writing to a five (5) day regular work schedule, with the exception of established State of Florida observed holidays.
    •   The work location will be located in Tallahassee, Florida.
    •   The work schedule and locations are subject to prior approval by theDepartment’s Contract Manager. Telework will be considered for a well-qualified candidate.
    •   The Department’s Contract Manager reserves the right to increase/decreasehours as deemed necessary. Hours may be adjusted based on the status or urgency of the project or budget limitations. Should hours need to be adjusted, prior written notification shall be provided to the Contractor’s employee.
  4. EquipmentDesktop or laptop equipment will be provided by the Department. The Contractor will be responsible for equipping the Project Manager with a cell phone for project communications. The Contractor is responsible for all costs associated with the cell phone and related cellular service plan.
